Why is Apostille not placed for Canada, the UAE and China?

Ukrainian citizens who travel abroad for the purpose of entering an educational institution, employment or marriage have questions about providing documents issued on the territory of Ukraine.
In order for your document to be considered legal outside of Ukraine, it needs to be legalized. There are two ways of legalization: apostille and consular legalization.

An apostille is a square international seal that is affixed to documents and gives them legal force on the territory of the countries that have signed the Hague Convention. Among such countries: the EU, the CIS, as well as the USA.
However, there are cases when an apostille is not required. Then consular legalization takes place.

What is consular legalization?
Special seals and stamps are placed on the documents, which confirm the authenticity of the documents and their legal force. Then they can be used on the territory of the country for which legalization was carried out. To study or work abroad, you will need the legalization of a diploma, for marriage — the legalization of a certificate of absence of marriage or a certificate of divorce or death of a spouse.

Which countries do not need an apostille?
Among the countries that require consular legalization instead of apostille: Canada, UAE, China (except Hong Kong and Macau), Egypt, Saudi Arabia, Cuba, Qatar, Jordan, Iran, Algeria, Taiwan.

How is legalization done?
Consular legalization is a relatively long process. It consists of the following stages:

  1. Certification of documents in the Ministry of Justice of Ukraine.
  2. Certification of documents in the Ministry of Foreign Affairs of Ukraine.
  3. Translation of documents and their notarization.
  4. Certification of documents at the consulate of the country for which legalization is intended.
